Who is responsible for Quality control?

i BOUGHT a Beef Tips and Gravy with Brown Rice Dinner at the grocery store and was all set to enjoy a meal,but the prpblem was when I opened it up there was just rice and 1 piece of meat 1/2 inch by 1/2 inch for 2.5 servings.I don't mind paying 299 for it but would like all I pay for.This will be the last as I might just as well do my own.
