What does roughly "chopped" mean? Can I steam the cauliflower instead?

What does "roughly chopped" mean? How big are the pieces, eg. approx 1 inch cubes? I've tried 450 degrees and the cauliflower is done and turning brown at 20 minutes with the approx 1 inch pieces. No way could I roast them another 15-20 minutes. Can I just steam the cauliflower instead?
