Is fuel necessary for a half marathon?

I run all of my training runs first thing in the morning on a completely empty stomach. On the longer runs (12 miles) I sometimes have one gel, sometimes nothing. This past weekend I ran the first half marathon I have run in a long time. I ate a bagel with jelly 3 hours before, but then during the race, I didn't have any fuel, just a sip of water at every station. I had kind of planned to have one gel, but it didn't really appeal to my stomach. My last 4 miles were an average of 10 seconds slower than my first 4 miles, but I didn't really feel like I was "bonking" just tired. My overall time was 1:46. Do I need fuel during a half marathon? Thanks
